Zhao Yan, theSecretaryofWorking Committee on Science and Technologyof Shaanxi Provincial Party Committee and the Head of Shaanxi Provincial Department of Science and Technology, attended and announced the introduction and trial operation of“ZHI HUI QIN Science & Technology – PDS Management Service Platform”, and Wang Jun, the Head ofPolicy and Regulations Divisionmade demonstration on behalf of the promotion working team of“ZHI HUI QIN Science & Technology – PDS Management Service Platform”.Totallyover 340 persons, including the leaders of committees and departments and all cadres of the institution, as well as the part of Party members and cadres from the directly subordinate public institutions, technology holding groups, science and industry groups and assistantscientific research institutes, participated in.

Zhao Yanbriefedthe original construction intention and future prospect of“ZHI HUI QIN Science & Technology – PDS Management Service Platform”, and pointed out that, the opening ceremony today mainly aimed at demonstrating and reporting the construction works of“ZHI HUI QIN Science & Technology – PDS Management Service Platform”at the previous stage, and also extensively listening to the opinions and suggestions from the scientific and technological managers and scientific research personnel of different levels, for the purpose of better promotion of the work through collectivewisdom.

Wang Jun systematically introduced the main content of“ZHI HUI QIN Science & Technology – PDS Management Service Platform”from three aspects including the original intension and idea, the function and application, and the planning and prospect, and demonstrated the function and application of“ZHI HUI QIN Science & Technology – PDS Management Service Platform”on site from four modules such as the scientific and technological resources, the scientific and technological management, the scientific and technological services and the scientific and technological decision-making.
It is reported that, since July 2018, our SEM Professor Li Hua, entrusted by the Shaanxi Provincial Department of Science and Technology, led over 20 persons including 6 young backboneteachersas well aspostgraduate students anddoctoral candidates and took responsibility for the design task of“ZHI HUI QIN Science & Technology – PDS Management Service Platform”, with the system development realization borne by the professional team at the same time ofpopularization and applicationin the science and technology departments all over the province. As one innovative work task,“ZHI HUI QIN Science and Technology”went through the gradual exploration and perfection process from the platform(“innovative development, engine acceleration”three-year action plan)to the“platform + data”management mode, and then to the“Platform + Data + Standard”(PDS for short) management service mode. In March 2019, Li Hua and his team completed the preliminary design of the projectPhase-Ioverall construction scheme, delivered to the professional team for system development at the same time, and conducted the platform data acquisition and system function verification. In July 2019, in combination with the Phase-Iconstruction content and the overall design of Phase-IIconstruction, the PDS management service mode was formally named as“ZHI HUI QIN Science and Technology”,with the purpose ofgathering the full0life-circle data of platform, project, achievements, talents and other total-factor scientific and technological resources, applying the big data, AI and other technologies, optimizing the allocation of scientific and technological resources under the standard guidance, innovating the scientific and technological management mode, improving the scientific and technological service efficiency and achieving the intelligent service industry development, so as to provide new energy for the high-quality development of Shaanxi economy and society. Introduction and trial operation of“ZHI HUI QIN Science & Technology – PDS Management Service Platform”marked that the design scheme formally stepped into the practical application stage.
