In recent days, the research team including Ma Xubu, Li Hua, Qin Chunxiu and Liu Wei in the School of Economics and Management undertook the design and implementation of the publicity and interpretation materials for the Several Policies and Measures Concerning High-quality Development Driven and Led by Innovation (38 Policies and Measures for Scientific and Technological Innovation for short) of Shaanxi Province, and completed the publicity report of 38 Policies and Measures for Scientific and Technological Innovation, the Illustration of 38 Policies and Measures for Scientific and Technological Innovation, the Questions and Answers (brochure) and the Questions and Answers (Part I, II and III) (WeChat edition), as well as other designs and implementations of policy publicity and interpretation contents.

38 Policies and Measures for Scientific and Technological Innovation was deliberated and passed by the six meeting by the Committee for Comprehensively Continuing the Reform of Shaanxi Provincial Party Committee, and printed and distributed in the name of the General Office of Shaanxi Provincial Party Committee and the General Office of Shaanxi Provincial Government. It proposes 38 policies and measures involving 9 aspects and is to thoroughly implement the important words of General Secretary Xi Jinping about the scientific and technological innovation, scientifically grasp the trend and rule of the scientific and technological innovation, focus on the bottlenecks and difficulties reflected intensively and required to be solved in sore need of various innovation subjects and vast scientific researchers. Key emphasis is placed on the implementation of the innovation-driven development strategy and the highlight on the talent supply, system reform and policy guarantee. It is aimed at sufficiently activating the vitality and potential of the scientific and technological innovation and constantly reinforcing the strategic support of the scientific and technological innovation to the modern economic system, so as to lead to the high-quality development.

Shaanxi Provincial Party Committee and Shaanxi Provincial Government paid high attention and introduced the 38 Policies and Measures for Scientific and Technological Innovation, organized multiple meetings to research and discuss about relevant problems about deepening the reform of scientific and technological system and mechanism, insisted in the problem orientation, goal orientation and result orientation, and took a series of policy “combinations”, such as focus on improving the enterprise innovation capacity, drive the innovation development of high-tech zones and facilitate the “upgraded” entrepreneurship and innovation. Featured by the practical policies and measures, great incentives, many innovation measures, wide range of benefit and strict monitoring assessment, it is one high-quality policy document introduced by Shaanxi Province in recent years, which is of strong pertinence and maneuverability. It will certainly create powerful incentive and driving function in the scientific and technological innovation of Shaanxi Province in the new era.

The iteration acceleration of the big data, cloud calculation, AI, block chain, 5G and other emerging technologies provides the condition for us to improve the modernization level of scientific and technological governance capacity by application of the digital technologies.

Firstly, the dynamic monitoring platform for scientific and technological resources shall be established to support the overall planning and optimization of the scientific and technological resources with digitalization. The platforms, projects, talents, achievements and other scientific and technological resources, through digitalization, can achieve the real-time collection and analysis of their operating status data, and contribute to the dynamic monitoring and warning of the operating status of various scientific and technological resources, so as to provide the basis for the award for the good one and supervision for the poor one. The three-dimensional structure construction of the scientific and technological resources can be achieved through outlining the platforms, projects, talents and achievements, to be conducive to comprehensively grasping the features and advantages of various scientific and technological resources. The digital map of innovation is built through the digital visualization of various scientific and technological resources, contributing to grasp various scientific and technological resources such as the distribution of platforms, projects, talents and achievements at real time, so as to be able to provide the decision-making support for the overall planning and optimization of various scientific and technological resources.

Secondly, the scientific and technological management one-stop platform shall be established to improve the scientific and technological service efficiency with digitalization. Besides, the data-driven scientific research hotspot analysis helps extract and purify the frontier technology tends efficiently and accurately and can offer the auxiliary support to the formulation of the scientific and technological policies (such as the formulation of scientific and technological development planning), so as to give direction and trend directions to the guidance of innovation activities by the scientific and technological innovation subjects.

Li Hua, born in November 1963, is the professor, doctorial tutor and director of the School Professor Committee in the School of Economics and Management, Xidian University, the person in charge of the Soft Science Research Base of Shaanxi Informatization and Digital Economy, and the person in charge of the Xi'an Think Tank for Science and Technology Innovation.

Main research fields: Li Hua mainly works on the teaching and research in the decision-making analysis, scientific and technological management, industrial engineering and other fields. Over years, Li has always participated in the policy research and theoretical analysis of the science and technology departments, prepared and completed the statistics and analysis report of technology market and scientific & technological achievements in Shaanxi Province, and participated in the drafting and revision of multiple policies and reports of the provincial and municipal scientific and technological management departments.
